The supplied research does not confirm a single cause for every Cleaner placement failure or a maximum Cleaner count. First separate a building that cannot be placed from one that was placed but is idle.

When construction is rejected

  • Record the exact warning and game version.
  • Test an empty, breathable and accessible tile.
  • Inspect the ground for a demolition resource cache; uncollected goods can block construction.
  • Keep site suitability separate from Cleaner staffing and inputs.

When a Cleaner is placed but idle

Check staffing, water, soot or chemicals and the task assigned to the building. The research records limits near atmosphere edges and flooded tiles, but does not settle a numerical unlock requirement. Treat those details as 待确认.

Preserve evidence

Do not restart or demolish the settlement just because another player's symptom looks similar. Keep the save, screenshot the warning and report the game version through the documented F11 feedback route if the checks do not explain the problem.
